Ensure fulfilment of sector/accession negotiation chapter reporting obligations. Ensure political reporting and political analysis on Rule of Law issues. Ensure monitoring and reporting on implementation of performance-based financing instruments.

  • Support policy dialogue with all relevant ministries, agencies, donors and other stakeholders in all areas of concern;
  • Contribute to sector/accession negotiation chapter analysis and reporting;
  • Contribute to political analysis and reporting in relevant areas;
  • Contribute to the assessment, programming, identification, appraisal and monitoring under

EU financing instruments in close cooperation with partners.

  • Contribute to policy dialogue, monitoring and reporting on performance based financing instruments;
  • Initiate and process all aspects of the procurement process drafting Terms of Reference, launching tenders, evaluating the bids, preparing the contracting file;
  • Encode contracts and give an "operational visa" (GESTOPE) on documents where required;
  • Monitoring implementation of ongoing projects, attend management and monitoring meeting, elaborate progress report on projects and propose action if and when needed;
  • Provide 'Certified correct' for payments;
  • Ensure de-commitment and closures of commitments and maintain contacts with other donors active in the country.
  • INTERNAL COMMUNICATION (general)
  • Monitor developments and contribute to regular and ad hoc reports as required by HQ and

EU Delegation management;

  • Monitor and report timely to Head of Sector/Head of Cooperation and HQ on issues requiring the attention of management;
  • Contribute regularly and timely to the Delegation's reporting to HQ on sectoral issues, as well as to any specific requests;
  • Within the framework of the Staff Regulation and the CEOS, carry out tasks linked to the job description as instructed by his/her superior(s).
  • EXTERNAL COMMUNICATION (general)
  • Produce and disseminate the results of programmes at workshops, seminars, conferences and other public events contributing to the achievement of the Delegation’s objectives for the visibility of EC activities in the country;
  • Extract and disseminate “best practice” and facilitate exchange of experiences;
  • Prepare briefings and speeches in the area of responsibility and as requested by Head of

Section / Head of Cooperation.
