Main tasks include i) mainstreaming the reduction of inequalities across all DG INTPA's interventions; ii) closely engaging with Team Europe actors, with Development Financial Institutions, investment funds, private sector and other international actors; iii) designing, monitoring and evaluating thematic EU-funded interventions on inequalities iv) supporting the monitoring and deployment of EFSD+ interventions; v) providing thematic support to geographical directorates and EU delegations on inequalities and investments.   • POLICY DEVELOPMENT
  • Contribute towards the definition, promotion and implementation of EU policies concerning inequality reduction in partner countries. Contribute to the 360° approach of Global Gateway (narrative, tools, resources), ensuring analysis and evidence-based policy formulation to promote inclusive growth via private sector engagement, leaving no one behind and reducing inequalities between and within countries.
  • Contribute to the preparation of methodological tools for the development, management and monitoring of projects (manuals, guides, policy papers) in the area of inequalities and health.
  • Contribute to the management of instruments financed from the EU budget, including instruments managed by financial institutions on behalf of the European Commission.
  • Provide policy-related support during project implementation, including on EFSD+ investments (blending operations and guarantees).
  • Contribute to internal, inter-institutional communication and visibility of EU action on Global

Gateway, with a specific focus on inequalities and investments in health.

  • Organise and coordinate events, panels, and conferences.
  • POLICY DEVELOPMENT
  • Prepare presentations, reports, briefings, press releases and any other communication related to carrying out initiatives in relevant areas; prepare responses to letters,

Parliamentary questions and interservice consultations as relevant.

  • Communicate, in compliance with ethics, the appropriate information to representatives of organizations who request them (partners, international organizations, DFIs, private sector,

NGOs, expert offices, etc.).

  • Contribute, follow up, and report on international debates in areas of interest to the unit.
  • Contribute to the design, management and implementation of thematic programmes. This includes operational and financial verification of contracts and project reports, respect of contractual obligations and validation of payments, and encoding and validation of relevant project data and processes in OPSYS.
  • Support the EU Delegations and geographic units in the identification and formulation of new interventions implemented through the various aid modalities, including blending operations and guarantees.
  • Support policy dialogue with Member States, partner countries, other development partners,

DFIs, private sector actors and civil society.

  • Systematically implement the Inequality Marker to all DG INTPA’s interventions, including

Global Gateway priorities and EFSD+ investments (blending operations and guarantees).

  • Supervise external experts and technical assistants as needed.
  • Contribute to the preparation, contracting, and implementation of investments (blending operations and guarantees), related to the subjects covered by the Unit.
  • Design, formulate and promote the use of financial instruments (including EFSD+) in cooperation with the various internal and external interlocutors and stakeholders and follow up of the overall implementation of EFSD+ in areas directly or indirectly related to the work of the unit.
  • Report and contribute to communication on results.
  • EVALUATION and QUALITY MANAGEMENT
  • Contribute to monitoring and evaluation of the thematic and geographic programmes.
  • Quality support and control of programming and operations, including blending operations and guarantees, through continuous consultation with relevant INTPA colleagues, EU services and external stakeholders using the EU's relevant processes.
