• POLICY ANALYSIS

• Contribute to sector analysis and other thematic analyses pertaining to the transport infrastructure sector;
• Contribute to the definition of sector strategies in cooperation with DG ENEST Thematic/

Horizontal units, the Geographical units, DG MOVE and EU Delegations;

• Support the policy dialogue with partner countries, donors and other relevant stakeholders in the transport sector.
• Ensure coordination of policy files with DG MOVE.

• POLICY DEVELOPMENT

• Contribute to the policy development, especially on sustainable transport.
• Attend relevant meetings with Commission services, the EEAS and Council working groups
• Initiate and contribute to briefings for the hierarchy, LTT, background and policy notes, internal reporting, etc

• PROGRAM / PROCESS / PROJECT MANAGEMENT

• Coordinate the sustainable transport priority sector under the Western Balkans Investment

Framework;

• Contribute to the Strategic planning, programming, implementation, monitoring and closure of the programmes and projects under the different existing and future Financial Instruments;
• Ensure that the assistance activities within the assignment are implemented in accordance with the principles of effectiveness, efficiency and economy;
• Assist in providing technical and financial supervision of programme implementation and monitor the project conditions, in particular for cooperation platforms with IFIs and Western

Balkan Partners, including the Transport Community Permanent Secretariat;

• Follow up and solve problems connected to implementation issues related to these programmes;
• Seek to maintain coherence of assistance activities under multi-beneficiary programmes on the one hand and activities under the national assistance programmes on the other.

• PROCUREMENT and CONTRACT MANAGEMENT

• Prepare and manage tenders, calls for proposals and other contract award procedures, also regarding financial instruments.
• Design or approve terms of reference for contracts concluded under these programmes
• Maintain contacts with Member State administrations, private sector consultants or with other contractors with regard to the design and execution of contracts.
• Manage technical and financial aspects of contracts and prepare the contracts for signature, also regarding financial instruments.
• Ensure the follow-up of the performance of contractors/implementing partners, monitor contractual obligations and the implementation of the activities.

• EXTERNAL RELATIONS

• Ensure liaison with beneficiary countries on aspects concerning cooperation programmes/ projects
• Ensure cooperation with IFIs in relevant platforms as well as with the Transport Community

• INTERNAL COMMUNICATION (general)

• Maintain contacts with the operational sections of EU Delegations in the candidate and pre- candidate countries.
• Provide visibility and reporting on the activitities of the Unit and the Regional/
