•    University degree (where a degree has been awarded on completion of four years study in a university or equivalent institution) in communication, journalism, marketing or other closely related field;
•    Minimum 5 years of professional experience in areas related to the ToR
•    Professional experience in providing support to national administration and /or social partners in areas related to the assignment.
•    Ability to work systematically, methodically, methodologically and accurately.
•    Ability to work collaboratively with the Project Team and provide structured feedback.
•    Advanced computer skills; proficiency in MS Word, Excel, PowerPoint.
•    Demonstrated experience in monitoring, evaluation, or evidence-based policy design within social protection, child rights, education, or poverty reduction.
•    Strong skills in qualitative and quantitative data collection
•    Understanding of the European Child Guarantee, its pillars, monitoring framework, and reporting obligations and knowledge of EU-SILC methodology, child poverty indicators, deprivation measures, and cross-sectoral data systems.
•    Excellent command of English; knowledge of the local language is an asset.

The role

The Preparation for Sectoral Operational Programme 2024–2027 Employment and Social Inclusion project (IPA III), implemented by a consortium led by WYG Consulting Ltd., is seeking a Junior Non-Key Expert (JNKE) for Child Guarantee Monitoring & Evaluation.
The expert will provide support to the project team and beneficiary institutions in the implementation of Communication and visibility activities as specified in the ToR.
