09/10/2026 4 /4 Unit A3 aims at supporting, within the ERCC, the delivery of effective, efficient, and timely humanitarian assistance in case of sudden-onset disasters in coordination with civil protection and geographical units, other Commission services and external stakeholders such as EU humanitarian partners, Member States and Regional Crisis Centres. To this end, the unit develops, manages and coordinates ReliefEU, a set of humanitarian emergency response tools. ReliefEU Funding (ALERT and DREF) provides rapid first line funding to humanitarian partners to respond to emergencies. ReliefEU Capacities provide safe and reliable logistics and supply chain solutions and services, like the prepositioning of emergency stockpiles, deployment of expertise or the organisation of humanitarian air bridges and transport operations. The unit is also responsible for the development, dissemination and coherent implementation of a strategic approach to humanitarian supply chains as a means to increase efficiency, sustainability and coordination across humanitarian operations, ensuring synergies and complementarities with other humanitarian policies. The unit follows and monitors logistics aspects of DG ECHO's humanitarian operations, providing advice on supply chain, logistics, and aviation, both strategically and operationally.
